Decentralization of populations is more difficult today than it was 100 to 150 years ago where expectations for transport, communications and entertainment were far less demanding than they are today and yet this is a key to having more affordable housing for the population. To be successful decentralization must overcome the expectation hurdles of good transport, good communications, good entertainment, and meaningful and fulfilling work. There have been a number of attempts to decentralize and they have failed because the people did not find social fulfilment in the new locations that they were transferred to.
